There have been constant complains about the quality of subtitles in the anime that Netflix has. I don't necessarily believe that the circumstances behind Evangelion's localization are unique.

It's simplest to clip group all of the existing content, including the original image, when doing conforms and then make cuts where the modifications have been made.

The issue, in my opinion—and I'm aware that this isn't a universally held belief—is that some Netflix dubs turn out to be garbage. Although not explicitly and immediately related to the OP's post, this economic model may be the root of Netflix's dub quality. My understanding of the industry tells me that an anime licensor often pays for the show's rights. Still, the new studio then bears full financial responsibility for what they do with it. For instance, Funi or movavi.com must pay for the dub out of pocket to profit from the purchase. Funimation has every incentive to produce a top-notch dub.
