My wife has arthritis, it causes her a lot of pain and the only thing she has found that will work is half a chewable 2 a day. If she has a prescription for it from her doctor can she bring it on board?

I don't think this is possible, even considering your situation and your wife's health, because, federally, marijuana is considered a drug. Therefore it is strictly forbidden to transport it at the airport. However, this has always infuriated me because marijuana is not a drug. The real drug is alcohol, millions of people suffer from alcohol addiction and die from it, and for some reason, alcohol is not banned in this world. I, too, was once an alcoholic and drank a lot. Still, I went through a medical detox program that helped me eliminate my alcohol addiction and become an average person. Now I can smoke weed once every two or three weeks, enough to relax.
